Harmonious Freedom of Information and the Harmony of Freedom of Information

It is necessary to understand the relationship between Freedom of Information and Harmonious Society under the perspectives of harmonious Freedom of Information and harmony of Freedom of Information. The harmonious Freedom of Information requires each subject runs the same way, while the harmony of Freedom of Information rationally recognizes the relationship between Freedom of Information and other objectives, such as justice, accountability, public confidence and rule of law. We need to promote Freedom of Information and its evaluation at the same time. Furthermore, we should shift away from the objective of maximum disclosure to optimum disclosure.
