Safeguard Mechanisms for the Exemptions of Freedom of Information

Four safeguard mechanisms can be borrowed to protect the exemptions of freedom of information, including harm test, public interest test, third party consultation and non-disclosure of existence or non-existence of information. These five safeguard mechanisms can be applied to realize the principle of maximum disclosure in the freedom of information, and to protect other interests which should be maintained.
