Reasons for introducing FOI legislation in China

There are a number of reasons for the spread of FOI laws in the local governments of China. The Constitutional rights, such as the right to criticize and make suggestions, and the right to complain or exposures, will be restricted without FOI legislation. WTO organization has played an important role in encouraging China to adopt FOI legislation as part of a programme of promoting transparency after China entry into WTO in 2001. The motivation for the introduction of FOI laws in China has been that of enhancing public image and work efficiency.
